Did anyone faced a problem asking SETV in Saigon for the third time - same embassy (while already having 2 tourist visas in their passport) ?

If they deny, do I get some sign for that in my passport ?

Usually consulates will not accept the application if they don't intend to issue a visa. If they do decline a submitted application they usually issue the visa, but stamp it as being voided/cancelled so it can't be used.

The clerk at the consulate in Saigon will not accept your paperwork if believes it won't be granted. Personally I would point out the concern and ask.

Saying usually  makes sense.   There are exceptions.

 

When the wife and I applied for a visa at the Polish Embassy  in London some years back  we found out a few weeks later they denied us  and refused to  give any explanation whatsoever.        I still want to visit however.
