Creating an IRS account from Thailand

My stepson is a US citizen living and working in Chiang Mai.  He needs to create an account with the IRS to check information regarding his tax filings from when he resided in US.  He no longer has a bank account or US based credit card so I'm pretty sure he will fail the identity verification step.  In searching for a solution I came across this //LINK// which may be of help to someone in a similar situation.

I use a family member residing in USA. The site now requires a phone verification within USA. The site has never let me in.

Are you talking about the 2FA code they send when you try to log in? They insisted on "phone only" last year until they realised too many people were living overseas. I get my 2FA code via email
