He needs to create an account with the IRS to check information regarding his tax filings from when he resided in US. He no longer has a bank account or US based credit card so I'm pretty sure he will fail the identity verification step. Are you talking about the 2FA code they send when you try to log in? They insisted on "phone only" last year until they realised too many people were living overseas.
