    If you are not a US citizen and not resident in the US then fill in the form W8 BEN and you are tax exempt.

What are you talking about?  I have many preferred stocks and preferred stock funds (PGX, PFXF) for example.   The income from those are reported as dividends on my 1099s.  Now I am a USA citizen.  Are you saying you are a non-usa citizen and that preferred stocks dividends get reported as interest and are therefore not taxed?  Even if your country somehow interpretes the preferred income stream as interest and not dividends, what makes you think that the interest is not taxable?

I use interactive brokers mostly to buy stocks all around the world, hargreeves landsdown and several crypto exchanges. Most of my money is in US stocks, Canadian and Chinese.
