Majority of Bangkok residents support BMA’s wastewater treatment fee plan, says survey

A majority of residents in 21 Bangkok districts agree with a Bangkok Metropolitan Administration plan to collect a wastewater treatment fee based on the volume of tap water used, according to a survey.

 

BMA governor Aswin Kwanmuang told Bangkok City Council on Wednesday the results of a survey conducted by Srinakharinwirot University.

 

The draft BMA regulation requires that the BMA’s Sewerage and Drainage Department must hold a public opinion survey among residents of 21 Bangkok districts before the city administration can collect the fee.

 

The BMA plans to collect a wastewater treatment fee from residents of Phra Nakhon, Pomprap, Samphanthawong, Pathumwan, Din Daeng, Ratchathewi, Phayathai, Dusit, Huay Kwang, Chatuchak, Bang Sue, Yannawa, Sathorn, Bang Rak, Bang Khor Laem, Ratburana, Jom Thong, Thung Khuru, Phasi Charoen, Bang Kae and Nong Khaem districts, that are covered by eight wastewater treatment plants.

 

Aswin told the city council that the university conducted a survey of 1,134 people. The survey found that 939 or 82.80 per cent of the respondents agreed with the fee collection and 17.20 per cent disagreed.

 

As well, 78.48 per cent of the respondents said they were willing to pay a wastewater treatment fee, while 21.52 per cent said they were not willing to pay.

 

Aswin said 82.98 per cent of respondents agreed with the plan to calculate the fee based on the volume of used tap water while 17.02 per cent disagreed.

Sure the majority agreed....sure. 

 

The survey probably asked a question along the lines of, Do you agree to pay an additional "nit-noi" water fee if it practically guarantees you long life and winning the lottery frequently?

Interesting, with higher refuse collection fees, public transport fares and now wastewater treatment charges - what will be next for Bangkok, electricity and mains water?

This is from a while back, but probably, not much better if at all these days, since progress here is rarely in evidence:

BANGKOK: -- Nearly half of the country's existing wastewater-treatment facilities have run into problems, and at present capacity, just one fifth of Thailand's wastewater is being treated.

"Every day, communities, factories and farms release 14.8 million cubic metres of wastewater," Pollution Control Department director general Wichien Jungrungruang said. "Of that amount, only 3.2 million goes into the proper treatment systems."

Wichien said that Bt83 billion has been spent on the construction of 101 wastewatertreatment plants. Construction on 91 of those has already been completed, but 20 are not working properly.

"Some parts of the systems are malfunctioning," Wichien said.

Local authorities are unable to maintain their systems because they cannot collect wastewater treatment fees and because they lack adequate technical knowledge.

 

 

They might and probably should raise the fees for wastewater treatment and refuse collection and disposal.

 

But whether the governments here will actually do anything useful and productive with the fee money is a whole other question....

 

They have a long and storied history here of building or trying to build wastewater treatment plants that never really work or fail shortly after completion. Same with refuse incineration plants. And said projects usually seem to be riddled with corruption and mismanagement.....
