Hop on hop off bus ?

Haven’t got 16 hours trying to find the right forum to put this in! Apart from the obvious traffic issues, why are these buses empty!

A little hint where these buses are supposed to drive would help.

Buddhism is probably not THE place to discuss bus traffic.
