It cannot be done legally.

You can leave with a travel document from your embassy if you don't have a passport or in the worst case scenario one issued by the Ministry of Foreign Affairs.

Legally you can't. Otherwise people who commited a crime, but are out on bail, with the passport confiscated, could just catch the next plane out...

You'll need a temporary passport from your embassy.
