The country has always had laws.  Thai people smile at me every day.  May I suggest you smile first and see what happens.

Note: Chon Buri Immigration only wants me to notify them if I’ve left the country. I tried to register again after a week in Issan and the IO refused to process it

They told me not to bother after i arrived from the UK last October.  i was returning to my same condo

So true. What these folks don't see is how frustrating these compliance issues really are, even for and maybe especially for those who make a good faith effort to comply. Or how they stack up to be a breaking point for many and they leave or don't come in the first place.

Exactly.  While you shouldn't expect everyone to give you a smile, anyone not receiving at least a few each day should take a look in the mirror and wonder if the miserable face scowling back at them isn't part of the reason.

Imposing fines in some cases will lead owners to be no to interested in renting to aliens. 

Not an issue in Chiangmai were Thai landowners only rent to Farang. Thai renters have little to no responsibility when renting leaving many rentals looking like a war zone after their departure.

So, many of us come and go whether within Thailand or out on business for a few days and then back to the same house we rent or own, what is the law? What if you go to a hotel within Thailand and they report you on their TM30... then you go back home and you don't report yourself back in your regular residence? I would find it difficult to believe that these reports are cross referenced to the extent someone knows you are not in the right place. Seems like there are conflicting reports from commenters on here too. Way too many chances for errors and conflicts.

You are tecnically supposed to report when you return. However different imm. offices have different policies. Some require it some dont so best to check at your usual office.
