I inadvertently paid the compulsory Govt car insurance twice. Once with my car insurer and again at the vehicle registration place. Am I able to cancel either/or and get a refund? Thought I’d ask here before asking the insurers, in case other TV members have ever done the same thing.

Since you bought insurance at two different place of your own volition...do not be disappointed if they refuse to comply with your wishes...

Ca't comment on a refund in this case. But if I made a claim, I would 100% name the company that you have both statutory and elective insurance. You would not want one company to look for a quick settlement of a claim, and not look at your long term benefit.
