Golden Triangle
Err, where exactly are you ? That would be a good start, and then what sort of food you looking for ? Price range £? ££? £££? ££££? Your question is ambiguous to say the least.

Guderian
I can't say that I know Soi Khao Noi terribly well, I just drive along it occasionally, but at the southern end it joins onto Soi Khao Talo which I know rather better. There are plenty of western bars and restaurants along Khao Talo, no need for the OP to even cross the railway line if he wants to stay locally. Livv is a well-regarded restaurant at the top end of Khao Talo, there's the Tulip Bakery a bit further down, and the Booze Lounge for a few beers afterwards, just off the top of my head. I'm sure there are many more places along there. If he likes walking he might even be able to get away on Shank's Pony, but a motorbike would be handy.

But the 99 Baht breakfast is good value. Bit far from the eastside. To the OP: of course the choice of western food in Pattaya is one of the biggest in Thailand. Beaten only by Bangkok and maybe Phuket. A decisive factor is what price range you want to pay. High price steakhouses/barbecues etc. You stay on the eastside/darkside: a place highly recommended by a mate is a restaurant of the more upscale but not overly expensive type (New Sämis / Samis restaurant): https://www.facebook.com/newsamisrestaurant/ German style breakfast and food at the Meeting Point far back in Soi Khao Talo. FB is mostly in German: https://www.facebook.com/pages/category/German-Restaurant/Meeting-point-Darkside-352935278211644/ I was there a couple of times with a mate riding in his car. Traveling from/to central Pattaya from the eastside can be arduous. Terrible traffic. It's the reason why I did not try New Samis. With the scooter from south Pattaya to there? No thanks. luckyluke
To the o.p. : there may be a reason you want to be there, or in the area. If not, It is a rather long way to Pattaya City, and you have to cross Sukhumvit Road. As already mentioned here, bars and eateries to be find. Google : Dark Side Pattaya Restaurants. The area you are intend to stay is known in Pattaya as : The Dark Side.
