Is it necessary to go in person to the Immigration for a re-entry permit or can I send an employee? If yes, does he need a power of attorney?

at the airport it would have to be the applicant on the day of his departure.

on the TM8 application at the bottom "APPLICATION MUST BE MADE IN PERSON", leads me to believe the same applies at a thai immigration office. your employee may be able to pickup your passport with your receipt...
