Health Insurance for Tourists - Covid 19?

A few days ago I saw a report in the Bangkok Post that mentioned in passing that $100000 worth of health insurance is required of tourists coming from risky countries. The report was actually about the "little ghosts" returning from South Korea, and that many had been denied boarding by airlines because they did not have the insurance. The report went on to say that the next day the matter was clarified and Thai citizens did not need the insurance. But it is still required from visitors.

This is the only reference I have seen about this particular requirement. Has anyone seen a report about the health insurance requirement? If so I think all of us will appreciate a recap, or a link.

If it is indeed true then visiting another country is a big risk at the moment, because no one knows which countries may be declared risky. Even more dangerous, no one know how an airline counter will interpret the rule.
