There is a Vipassana meditation centre just off the Sukhumvit Road at the junction with Watboon Road.

You get there by going to Jomtien and take the Watboon Road to the end at the junction with Sukhumvit Road and turn right and it is on your right.

I have taken courses taught by SN Goenka and there are 2 locations in Thailand where you attend meditation classes. One is in Prachinburi and the other in Phitsanulok. Here is a website and link to all their locations.
