Bangkok governor: Bar owners face heavy fines even jail if they open

Bangkok's governor General Asawin Kwanmuang has warned bar owners and soapy massage establishments that they face heavy fines, even jail time if they defy orders to close. 

 

And in a veiled warning to the police he has said that applies to those responsible for ensuring the ban is effective. 

 

He said that six types of establishment have been ordered shut for 14 days from today until the end of the month to try and curb the spread of coronavirus in Bangkok.

 

These include soapy massage (Ab Ob Nuat), spas and herbal treatments, entertainment venues, movie theaters and theaters, fitness centers and boxing stadia and all related boxing activities. 

 

Establishments have been ordered to conduct cleaning and be ready to open later. 

 

Though the general said that the ban will be extended if necessary.

 

People who oppose the ban can be fined up to 100,000 baht or jailed for up to a year, or both. 

 

The governor called on all those responsible for enforcing the ban to do their duty. 

 

He also advised the public to postpone weddings and ordinations though said funerals could go ahead.

Then there is a list of six types, but "pubs" doesn't appear.

I may be clutching at straws (not plastic ones, of course), but does that mean there is a chance yer ordinary boozer might be spared?

Also, has anyone any info about neighbouring provinces, notably Samut Prakan?

No, they won't be spared.  He said that the list "includes" those mentioned, that doesn't mean that others (bars, pubs) aren't included.

Prayut's official announcement in EN said the following:

Why the governor's message in this thread makes no mention of pubs is curious...

I took a walk around my central BKK neighborhood tonight about 9 pm.... ALMOST everything open and operating as normal.

 

Open as normal:

--standalone bars (no food served)

--standalone pubs (food and drink places)

--hotel bars and restaurants

 

The only thing I noticed different tonight in my area was a couple of normal Thai massage shops (not soapies, but regular Thai massage with optional extras) seemed to be kind of half closed. No girls sitting outfront as usual at night, but lights on and some girls sitting inside the shops. I didn't stop to specifically ask if they were accepting customers.

I did some 711 Heinekens at Nonthaburi Pier, for yesterday's sunset, and it seemed to be coming back a little..plenty opened, but nothing real busy..the whole fish people sell out by 8 pm.  Most need to come out of their high rises sooner or later, virus or no virus.  I think fewer than 10% were wearing masks at the pier.  Boats with fewer passengers, but still busy.

Was out and around for Night #2 tonight... a bit different than yesterday.

 

In my central BKK neighborhood, all the restaurant-bar places I saw were open as normal, including those with and without hotels.

 

But the Thai massage shops were all closed, except for one I noticed that had its lights off, and no girls sitting outside, but the girls sitting inside a darkened shop. The other massage places, they were simply closed with their metal security doors pulled down.

 

Of the couple standalone drinks-only bars near my home, one was open as usual with hostesses doing their normal routine, but another bar-only place just across the soi was locked up.
