As it says in the title: I can't find specific rules about people visiting other people's homes at the moment.

 

I remember for sure that it was forbidden recently, but has that changed since the relaxing of the rules of lockdown?

 

I haven't seen anything re relaxation of this rule, but I may have missed it.

If they aren't home then it's not really acceptable, but that was the case pre-Covid days too !!

Depends on where, when, and for what...

Afaik it was never forbidden.

This is covered under the emergency decree with something about "no illegal gatherings".  So it's really up to your neighbours as to whether they complain or not.  

 

I just saw something about 5 "illegal gamblers" getting ratted out.

I realise that gambling was an issue in the article you kindly posted, however the 'emergency decree' breach, is definitely to do with the virus.

The official line is the same as all official and non official lines: One, don't be stupid and bring attention to your activities, have a valid Thai driving license, and not be drunk. Once this is fully understood you can proceed to cross this particular line and keep your but cheeks clinched that you are not on the road after curfew, for that is one line, that is truly enforced.

What's official would depend on which immigration office or individual officer says. As a previous poster said common sense, yours.

my next door neighbors have been having little parties pretty much every night since this started.

Official line like every other country on the planet is "maintain social distancing", so as long as you are all about 2 meters appart from each other it should be fine, no matter where you gather,  take photos and videos to prove it....!  ????

Not correct. Social gatherings are officially forbidden nationwide under the Emergency decree. It also includes private homes.
