Exactly correct, the people involved do not thing it is corruption, but think it is their entitlement.

Another day; another scam.  Do they teach this in schools?  If Prayuth allows illicit watchmen and self-raising 'flour' importers in his cabinet, he'll find no evidence of corruption in this fraud.
