Schools, spas, pubs, may be allowed to reopen in 5th phase of easing

The Centre for Covid-19 Situation Administration (CCSA) has come up with a draft for the fifth phase of measure relaxation, CCSA spokesperson Dr Taweesin Visanuyothin said on Wednesday (June 24).

 

He said under this phase, all high-risk businesses and educational institutions will be allowed to reopen, provided they strictly follow the Public Health Ministry’s guidelines to prevent infections.

 

The new draft will be announced on Monday (June 29), he said, adding that more police officers will also be sent out on patrols to see that the ThaiChana platform is widely used to check in and out of venues.

 

Once the fifth phase is launched, shopping malls, schools and education institutes will be able to operate as normal, though bars and entertainment venues will only be allowed to reopen if the operators hold a valid licence. Also, pubs or bars can only serve alcoholic beverages during two periods: 11am-2pm and 5pm to midnight. All bars, pubs and entertainment venues are required to close before midnight.

 

All night venues are required to ensure seating is kept a metre apart, each table is at least two metres away or separated by a 1.5m-high partition, patrons are not allowed to share tables with strangers, servers must wear a mask at all times, frequently touched areas, including toilets, are frequently cleaned, smoking areas are clearly marked and the venues are properly ventilated. It is also necessary for each business to register with ThaiChana before opening.

 

Entertainment venues are not allowed to launch any promotions that may trigger crowds, and required to screen each customer, provide hand-sanitising gel, limit customers to five per table, not serve alcoholic beverages in shared containers as well as install CCTV and not delete recordings for a month so verified officers can check. No singing and dancing is allowed either.

 

For internet cafes and gaming centres, the operator and CCSA have agreed on some terms, namely dividing customers into three groups:

 

• Those younger than 15 can use the service from 2pm to 8pm from Monday to Friday, and 10am to 8pm on Saturdays and Sundays.

• Those aged between 15 and 18 can use the service from 2pm to 10pm on weekdays and 10am to 10pm on weekends.

• Those aged above 18 can use the service at any time.

 

Users and operators of internet cafes and gaming centres are required to provide a 4-square-metre area for each customer and ensure they check in via the ThaiChana platform. Users will be allowed to stay for no more than two hours, which will include 15 minutes for cleaning. Operators are also required to install CCTVs and must save a month’s recording.

 

Lastly, massage parlours and spas holding valid licences will be allowed to reopen, though all customers have to check in using the ThaiChana platform and are required to wear a mask at all times, except in a bath.

 

Spas and massage parlours are required to limit the number of customers and get masseurs and other employees frequently checked.

 

Dr Taweesin added that the draft may be adjusted in line with the global virus situation before it is announced on Monday.

I read the same thing.

This is good news. Many massage shops already open in Bangkok. The soapy rules listed are not going to be enforced. 

It will be interesting to see what places open for business.

Thailand’s reopened nightlife to close at midnight

 

 

Entertainment venues, such as bars, pubs, karaoke bars and massage parlors, are expected to be allowed to operate up to midnight, when the CCSA meets on Monday to consider further easing of restrictions on business and leisure activities, in the fifth phase of lockdown relaxations.

 

CCSA spokesman Dr. Taweesin Visanuyothin said today that the subcommittee tasked with easing lockdown restrictions met today, to discuss measures to be applied to the country’s nightlife.

 

The proposals include requirements for patrons to register their entry and exit to and from venues via the Phu Pitak Thai Chana application, health screening of both customers and staff, social distancing, no mingling, no shouting, no dancing, groups no larger than 5 customers, the wearing of face masks by customers and staff and a prohibition on staff sitting with customers.

it's called risk mitigation or prevention if one is infected and is sitting next to your table.

Would you like that ....  no of course not. Wearing a mask will help and decrease the chance of you catching the virus from another person as they may cough next to you.

So I guess this means the go-go bars will start opening at 5 instead of 8 like they used to, so they can try to get 7 hours of very limited business in per day.

And I'm guessing not too many customers will be thrilled by having to use the Thai Chana app when they go to their favourite soapy/go-go/massage joint. Seems to be a lot of people worried that "teerak" might find out what they've really been up to when they say they are just going to the "library".

I asked one of my friends if his bar would open on 1 July and his reply was "no customers". 
Most "domestic" tourists will go to Thai bars/karaokes, eat Thai food and listen to Thai music.
Not exactly the type of customers that would be filling up the limited spaces available in most Walking Street establishments.

I guess that means a certain segment of the TVF crowd will have to get to their favourite drinking spot early to claim their seat and then not move until just before they close and lock the doors at the end of the night.
(So not much different than before, except maybe less competition for the fewer available "public relations" staff that may be working in those venues.)

They won’t and can’t do that. IMPOSSIBLE 

there’s not enough physical space to allow 20 to a class plus you would need 2 times as many teachers.

So schools are asking for half annual fees to reopen next Wednesday and the Dr says they may get the go ahead two days prior if the global situation is aligned with the plan?

 

Has anyone paid the school fees yet, or what are you planning?

For the past many years restaurants have stopped serving alcohol at 2 pm. At least in Bangkok.

 

Oh I nearly forgot - shops too.

NO alcohol sales between 14.00 and 17.00
