It is very expensive for any country to maintain a standing fleet to sit around and do nothing.

 

The USA does seem to have a lot of ships at its disposal according to this link. They also have a lot of oceans to cover.

Google Military Sealift Command, fully crewed, they don't do nothing, they supply the USNavy 24-7. I just retired 31-12-2019 from this company. 5000 plus crew, plus you have the commercial (union) ships which are also worldwide.

 

Right now the crews are being pushed to their limits with covid-19, can't go ashore, reliefs every 120 days aren't happening. It's a mess.
