Its not uncommon for such laws to be changed. The Germans have done it twice recently.

To be absolutely accurate, they control one of the 2 houses of Congress, the House of Representatives. But that is enough to stymie the passage of any trade bill.

But there's been no sign that the Republicans would oppose such an agreement and no reason to think that they would. So what's your point?
