Will 14 days quarantine apply?

Will like to figure out this. A friend came with a Non-O multi entry (1) year Visa, (Parent of a Thai child), got 90 days stamped in, and did his 14 days quarantine. He got a 60 days extension, which ends mid October. He does not want to do the (1) year extension. ( Leave 400,000 in Thai bank).

Can he go at Bangkok Hospital say 23rd October, get tested, collect the results in 2hrs, at 11pm on the 23rd get stamped out of Thailand, land UAE at 6am on the 24th, do not enter, just go to the connection desk and catch the flight back to Thailand at 08:45am, will arrive at 6pm on the 24th into BKK.

I heard scheduled flight UAE -BKK should resume on the 01st October, (to be seen). A ticket for him is 600 Baht one-way there.

He will get another 90 days stamp in. Which will take him into 2021 plus another 60 days extension for 2021.

He will apply for the CoE & the permission from the Thai embassy to return on the flight before leaving Thailand. He has his insurance etc.

Will he be subject to 14 days ASQ, seeing his covid test was done here and less than 24 hrs old?

Yes, 14-day quarantine is unavoidable. However, I don't think CAAT have approved any commercial air transport other than that arranged and booked as a repatriation flight by a Thai Embassy overseas. Based on the turnaround time posted by several TV members who have successfully made it back, the most tenuous bit is the flight booking. The OP's friend needs to budget for being stuck in limbo in UAE where, as a foreign transit passenger, he may have a long wait for a seat on a designated repatriation flight. Maybe get some tips from the Tom Hanks movie 'The Terminal'.

CAAT has authorised Emirates to fly from Dubai to Bangkok. Those with certificates of entry can board those flights issued by any embassy or official consulate..

Info is on the Dubai consulate website.
