"Hire purchase" is exactly what it says, a form of purchase where you end up as the owner. It does not mean leasing or renting.

Something on hire purchase is seen as an asset, leased or rented is a liability.

It is just proof of where you will staying to apply for the STV.

Sorry for the dumb question UJ, but do you have to apply for the STV in Thailand? After the quarantine? How do you know you will definitely get it? Am American would enter on a visa-exempt?

A STV can only be issued at embassy or official consulate.

You cannot enter visa exempt now. Only those with a certificate of entry and a visa can enter the country.

Hire purchase is the same as paying for something in installments.

But in the case of a condo I would expect it to be called a mortgage.

I think they are talking about the payments/installments one makes when buying a condo off plan, which is not a mortgage.
