As per Meullers report: "If we had confidence after a thorough investigation of the facts that the President clearly did not commit obstruction of justice, we would so state. The evidence we obtained about the President’s actions and intent presents difficult issues that prevent us from conclusively determining that no criminal conduct occurred. Accordingly, while this report does not conclude that the President committed a crime, it also does not exonerate him." So on the core principle: in the U.S. criminal justice system, no prosecutor including a special counsel (incl Meuller) has the authority or role to formally declare someone's guilt or innocence outside of bringing charges and securing a conviction in court. Prosecutors decide whether there's sufficient evidence to charge (prosecute) or to decline prosecution (often called a "declination"). If they decline, the subject remains presumed innocent, full stop and no public "not exonerated" asterisk attached. This is where Meuller stumbled and stepped all over his tongue.
