Foreigners are the perfect scapegoat for assigning such kind of blame:

 

1) COVID-19 cases increasing? - too many foreigners coming into Thailand, their fault

2) Unemployment / too many Thai people out of work? - too many foreigners stealing jobs from Thai's, their fault again

 

3) Getting scammed a lot lately? - Too many dodgy foreigners trying to trick Thai's, their fault yet again

4) Allegations of prostitution being rife in Thai society? - There is no prostitution in Thailand, except illegal foreign prostitutes who come from African and Eastern European countries - those pesky foreigners again

 

Perfect summation of how Thais are never responsible for their own problems ! Living in a bubble

Ummm, I don't think the Thai scammers get scammed, but if I understand correctly what you say, if 1 foreigner scams Thais it's OK for Thais to scam any unrelated foreigner just because he/ she is a foreigner
