I hope they didn't order the glass from China.  There was a case in the U.S. awhile back where a high apartment building used thick tempered glass panels on the balconies.  They started shattering spontaneously.  Turns out there were minuscule  inclusions of impurities that caused it. Apparently it happens elsewhere, too.

 

Saw this snippet:  "...It is suspected glass balustrades shatter when there is excessive nickel sulphide present in the glass and it is exposed to heat, wind or other stresses. Too much nickel sulphide is often found in glass purchased cheaply from overseas..."
