As a UK National living permanently as a retiree in Thailand , do I need to be "registered" with the British Consul ??? 

There used to be such a scheme, it was voluntary , and then, I believe, the Embassy abandoned it.

    Yes. They stopped it about 7 or 8 years ago IIRC

    I was registered but never got an invitation to a garden party, or indeed any other communication.  Never likely to happen I guess, they don't even have a garden now.
