You might be talking about people outside of Thailand but the article specifically states, "The passport is officially titled "International Certificate of Vaccination or Prophylaxis" and has parts in English to facilitate international travel. Every Thai who has been vaccinated will get one. " Pretty clear he is talking about Thais travelling internationally not the other way round.

(Which could easily be a photoshop production.) Or do you front up to an airline office to show the original (which might have been photoshoped)? Or??? All highlighting that in modern times digital/easily & quickly verifiable online proof of vaccination is much more sensible/practical. Unworkable in places like West Africa, where the technology is not available, hence the strict requirement to show the yellow book on arrival. Why would you go to the trouble of trying to fake the book when it is easily available and costs next to nothing? 1

He's talking about giving the yellow book to all Thais upon vaccination which will demonstrate they have been vaccinated and will be proof that should enable international travel to countries where a COVID-19 vaccination is required. He is not talking about allowing vaccinated foreigners in, although you could infer that if they are issuing these yellow books to Thais, foreigners will require some sort of proof of vaccination to enter Thailand too. 2

Popular Post mtls2005
OK, I get it, I think. I was misled by the "re-opening coming soon" headline. So Thailand will issue a vaccine passport to all Thais who are vaccinated. Awesome. Now which countries will accept this Thai vaccine passport? I'm guessing none, right? The International Certificate of Vaccination or Prophylaxis (ICVP), also known as the Carte Jaune or Yellow Card, is an official vaccination record created by the World Health Organization (WHO). As a travel document, it is a kind of 'medical passport' that is recognised internationally and may be required for entry to certain countries where there are increased health risks for travellers. https://en.wikipedia.org/wiki/International_Certificate_of_Vaccination_or_Prophylaxis 3

Captain Monday
Khun, Anutin, the 1970s are calling they want their bone common International vaccination card back. The health passports soon to be rolled out by IATA and airlines has nothing to do with a bit of paper that can be easily faked. https://www.iata.org/en/programs/passenger/travel-pass/

Every Thai who has been vaccinated will get one. Picture: Kapook Anutin was upbeat on his page promoting Thai hashtags that translated as # Thais must be safe and # together the country will recover. Based on this Kapook said that the opening of Thailand was "coming soon" and quoted the minister as saying that soon for Thais everything would be "relatively normal". Popular Post RR2020
And of course............... the vaccines are not completely effective and still a decent percentage of those vaccinated will get the virus, carry the virus and spread the virus. So, the vaccine passport actually means NOTHING in terms of eliminating the spread of Covid-19 Unless you want people holding it going around spreading Covid-19 - which a percentage of those carrying and vaccinated will be doing. During departing OZ for the war in Vietnam all soldiers were given numerous vaccinations and were issued with a white paper (half A4 or similar size) document which had the same details on the left side as shown on the photo at the start of this thread, and the vaccinations hand written in a list on the right hand side of the paper. The document had to be shown on boarding a QANTAS charter flight in Australia to travel to Singapore, then again on arrival and departure at Singapore Changi Airport to fly to Saigon (best I can remember 1970). Different point, on arrival back in Australia on an air force Hercules flight nothing was checked, just bundled into trucks for discharge and treated as a nuisance. grantbkk
First, the reason I'm here in Bangkok is that I have Yellow Fever. I didn't know that there was a shot for that. Maybe I would have never left my home country, There is going to have to be a digital network to track and trace vaccinated people worldwide. This ex construction workers attempt to placate Thais with the yellow prop is just today's example of a long list of his faux pas. He dresses like a medical person but is he really qualified to deal with a worldwide pandemic? I'm a bit suspicious of anything free in Thailand. Personally I will buy mine at a hospital facility. What steps is this government and our Health Minister taking to protect the public for counterfeit or diluted vaccine? How many factories are now making vaccine right now and where are press photos of the processes? Are they really going to export vaccine before every Thai is vaccinated? IDIOTS !!! It takes a certain kind of pessimism to continue the nonsense that vaccines that produce up to 95 percent immune response will not reduce transmission. There is very good news, as expected, coming out of Israel that patients infected post vaccination, the viral load deep in the throat and nasopharangeal cavity is reduced to neglible levels, thus reducing potential for transmission, especially with masking. When transmission slows mutation slows. A bit of paper or a QR code is just a marker that will be used by different venues and different countries in various ways. Regular vaccination, probably yearly, will be part of our long term mitigation strategy going forward. Social distancing, continues, masking continues, increased sanitation continues. c-19 will probably never go away completely. The other solution is to close off the country forever, as been demonstrated is impossible for Thailand due to long porous borders. Only remote islands, like in Pohnpei in Micronesia, that can can control all entry can ever hope to do this. Now since their populations are completely "not immune" to covid they must vaccinate asap. Or they will have to remain completely isolated, forever. Edited March 4, 2021 by Captain Monday 6

It's quite bold to lock down a country for over a year (with all the economic repercussions) and then open it for vaccinated people. Doesn't take many cases to create a spread...
