Only very limited vaccination in a handful of geographical areas (of which Pattaya is not one) and among health workers is taking place. It will be May or June before vaccination really starts. If he has a risk factor known only to himself and his doctor he should discuss that with his doctor when the time comes. Nothing to do now.
