Skype, Play Store Refills

Is there any way that I can refill Playstore and more importantly Skype refill (cards) here?

Any way to refill Skype in particular without using a debit, credit card, especially PayPal.

 

Having friend, relative back home sending me card via email not an option.

Thanks, but I don't use PayPal.
