Buy some pipe hold downs (U shaped). put those over the pipes and into a board wide enough and thick enough for what you need on the side of the existing handrail.

Sounds daft but get a SS gate guy to weld another rail 7cm above the first? Should take him  all of an hour.

 

Edit: The non welding bit just registered.

 

Two pipe hangers bolted together and the top rail could be blue PVC.

The ones on the left.

Any local pipe shop. Exact design depends on what local pipe shop has.

you could cut the uprights and add a piece in, either weld in the same size of pipe or a bigger pipe which goes over the original, maybe even some thicker grade blue pipe of the correct size bolted in place

I suggest using plastic water pipe of a suitable diameter. t usually comes in 4 metre lengths and joining pieces are available.  Plastic clip on clamps can be screwed to any nearby wall or railing.
