Confusion in embassy regarding the 1 july openning

Thet dont let travelleres ask for COE more than 30 days before the travel.

 

I can not wait until last minute to book hotels, get insurance and buy airplanes tickets, so I must buy everything now and just hope than I will get COE short before travelling to Thailand.

If the Embassy is verifying the vaccination certificate before issuing the COE - then the border police will not have to make it up as they go along??

Each embassy will be aware of what proof is available in the country where they are located.

For example this from the embassy in London.

so it would be reasonable to expect airline check-in staff, Thai Border Police etc to respect the COE verification of vaccination status?
