You are carrying on as if it is a draconian law when it is the contrary. There are multiple common sense exceptions. For example, winter tires, ATVs, Motorcycles, Racing and competion tires, Emergency vehicles, Retreads, vehicle tires for speeds of less than 50 mph, specialty tires etc. They can continue as is. Fine, go purchase your low quality tires in Nevada. You go show them. Forgive us if we have a good chuckle though. The amount of money you will spend on getting to a retailer will probably cost you a lot more than what you think you will be saving.
