That is what is driving lock downs, causing businesses to close, and costing people their savings. One Canadian province stopped all Covid measures including all Covid tests. They got bullied into backing down. Thailand wouldn't get away with relaxing travel restrictions. It would make other countries look bad. One thing that Thailand could do is to copy some other countries advertising themselves as open to expats working from home [but in a foreign country]. A lot of people got sent home to do their office jobs. They shifted out of cities. Some of them can re-locate to Thailand. It would be awesome to work from an island or from the provinces.
