A good friend of ours drove us from Na Jomtien to here, no need for any permits or anything, certainly no checkpoints. Just drive there. There is no control of cars moving between provinces. Bangkok plates are literally meaningless. My girlfriend is from Rayong, works there, has a house there etc... Have Bangkok plates on her car.
