In England we had a King C N U T who tried to do that. Re-arrange the letters as necessary.

It sounds nice and would be prettier. BUT maintenance is the issue .... In a highly dynamic environment where roads, buildings everything is continuously replaced or updated and records are poorly kept, plus the waterlogged ground in the wet season, underground cables will always be at risk of damage. Currently when we get a power outage, it is usually fixed within hours - get an underground cable fail - it will be days.
