I think some rescued stray cats may not, as it's a kitten's reflex and they will have grown out of it, but pet cats that have always lived with humans retain the kitten traits, and so purr when relaxed and being petted, and sometimes when eating. I've had house cats with really loud purrs, but I did notice that rescued cats in a Thai sanctuary did not purr, even when relaxed, apparently happy, and sitting while being stroked.
