Can people living anywhere file 90 Day Reports at Bangkok Immigration?

To clarify -

 

The 1st 90 Day Report is due 90 days after the date that the 1 year Retirement Extension was stamped into my passport?

 

Or 90 days after the 1 year Retirement Extension actually begins /takes effect?

 

E.g., 1 year RE stamped into my pp March 1st to begin May 1st (the non-O expiring on April 30th).

 

1st 90 Day Report due 90 days after March 1st or 90 days after May 1st?

The agent couldn't file using a copy of your passport?
