Called up Toshiba service center, and she said it should be charged 18 HOURS!!!

Is that true?

Certainly an overnight charge with the PC switched off, it guarantees a full charge so the smart electronics in the battery can keep tabs on the charge level :o

It's been charging for an hour and a half, and the battery indicator is already green.

I just let it continue to "charge" for another 16 hours?

Not a problem. The charging electronics switches automatically the charge current rate. When fully charged it will just be trickle charging.
