I believe some places they have tunnel exercise before doing AFF course (accelerated free fall) to get some airfeeling before jumping off planes. I do not think being skydiver is necessary to become an tunnel instructor, and many of the best now have never skydived before, but they grow up training in the tunnel from very young. 

Yes, Brisbane offers AFF training.

I have heard that good tunnel flyers generally make good skydivers, but not necessarily the other way around. If you have a zoo in the tunnel you can't track out of it. You're stuck in that tube at 200kph.
