The TRD Rep. was probably referring to income from wages in his presentation. I have Thai bank interest with 15% withholding which is treated as Final Tax.

For foreigners that is the default TRD method of taxing interest. Your interest income under this method is NOT assessable and the amounts withheld are indeed the only tax owed on it.

You can take your Thai tax ID to the bank(s) and change to the alternative method of paying the tax, if any, on interest income. The alternate method is that the bank does NOT withhold 15% of interest payments (except on FD interest), but instead reports the interest to the TRD. If your interest income exceeds the 20K ฿ exemption, the excess would be assessable income subject to the marginal tax rate owed on your total taxable income.

You dont need any tax returns. There are other ways to prove passive.

You do need unless you have a convincing reason why not.

you do not need to produce a history of tax returns, that I can confirm from my direct experience.

There are a number of countries (outside Thailand) where personal tax returns are not required even for people in employment eg the UAE.

Also, there are other countries where one could have lived (as a wealthy individual) and not needed to do a tax return because of local laws and one's personal circumstances.

However they do definitely want to see documentary evidence of your historic sources of passive income.

The BOI like official government documents, such as tax returns. I guess because of the level of comfort these provide. But other types of documentary evidence of income are acceptable.

Correct. Same as me. In fact if i recall they didnt even ask for any tax docs them after I submitted other proof. For sure im not unique.

No, you're taking the issue the other way around. Tax returns are not a requirement per se, however it's a convenient and straightforward way to prove one's income.
