You are correct.

The very big problem is the corruption is endemic in Thailand, non more so that the RTP.

Even if you could replace all the police, the newcomers would soon succumb.

Its an impossible task?

It is not an impossible task but there is no one brave enough to attempt it.

There are a lot of good Police officers but for some reason they do not

get promoted.

Call it peer pressure if you like.

Thailand is corrupt from top to bottom.  It's a way of life and is casually accepted/expected.  If you replaced all the police, you would still have a corrupt police force, just like any other sector, no need to succumb to anything.

Corruption is a Thailand problem, not something unique to any particular area.

Also to help you spend more on the poor you might want to stop rich people getting the pensions as they are lined up every month with their hand out.

3 core strategies...?

Absent building a better democratic and moralistic society, free and open elections, fully elected Parliament, publically elected judicial system, a military under civilian control, etc.

Household debt to GDP reached an all time high of 91% in the fourth Quarter 2021.

79% of rural areas remain poor with unequal distribution with the South and Northeast having almost the poverty rate at the national level.

Eight years in "office" and Prayut misses the mark. But he desires re-election for 4 more years?

One goal is to elevate the overall wealth of the nation and dissipate prosperity to every locality so people’s livelihood could improve. Three core strategies are being implemented for these purposes.

Maybe he can share all their collective off-shore accounts around the country, after-all most of it belongs to the nation.

But only for the rich in every locality. The poor can go & get stuffed, as they cannot afford the contents of a brown paper envelope to grease the wheels of official corruption.

According to https://tricycle.org/beginners/buddhism/three-poisons/

In his early teachings, the Buddha identified “three poisons,” or three fires, or three negative qualities of the mind that cause most of our problems—and most of the problems in the world. The three poisons are: greed (raga, also translated as lust), hatred (dvesha, or anger), and delusion (moha, or ignorance). The three poisons are opposed by three wholesome, or positive attitudes essential to liberation: generosity (dana), lovingkindness (maitri, Pali: metta), and wisdom (prajna).

What is Uncle Tu's (& his wife's) wealth valued at now I wonder?
