I will clarify.

A good doctor will try to get that evidence.

But trying and failing does not rule out scabies if the symptoms evidence is strong.

So doctors will treat based on symptoms alone. That's a fact.

Can treat with Scabicide GPO, available at any pharmacy

 

If that does nto work, see a dermatologist

It looks like it. The location near fingers and toes is especially typical of scabies.
