I changed TM30 in February and now my first 90 days is due. Can I do this first one online or is a visit best?

May vary by region but in Chiang Mai first 90 day has to be done at the immigration office thereafter online.

You could try online however failing that a visit in person or via mail would work. 

An Immigration official told me when I last renewed my annual visa that they don't care about the TM30 except when you re-enter Thailand.

I did one towards end of January, first after coming back last August and no problem doing it online.

Just did it again a few minutes ago, approval immediate, can't get better than that.

It varies, the TM30 slip in my passport is from 2015, been out of the country many times and done several extensions since then. Last Aug came back on a new E-visa extended in Nov and no mention of TM30.
