Ask around - or go and visit one. I am sure that you have been around long enough to know that, in Thailand, money can overcome almost all 'administrative barriers'. They just refused *you* and due to miscommunication or whatever you are thinking it applies to every foreigner. Bank clerks have some discretion over if they open an account for a potential client or not. They can refuse you even if you meet all formal requirements. They might also wave some requirements. There is a multitude of factors that come into play. My company had a hard time opening a business account in BKK until we mentioned a prominent law firm which we work with recommended this branch. This established some kind of trust relationship. Not everything is black and white and not everything can be generalized. I know plenty of banks around the world that in many cases wont open an account for someone that just walks into the branch unless they have some convincing facts. That document can be used to open an account at Bangkok Bank when in country visa exempt. The bank’s own “here’s how to work with Bangkok Bank to buy a condo as a foreigner” pamphlet shows it. I did this a couple of months ago at the Bangkok Bank branch at Bumrungrad. They didn’t want to do it until I showed them their own pamphlet, after which they did it cheerfully. Err, I didnt have to buy accident Insurance either... just had to put in minimum 500B deposit, the account did not cost me a Satang, as said Fixed deposit a/c Kasikorn Bank, I drop em the choccys day after when I went in to get my Letter & statement to apply for my O-Visa.
