Voting "no" would've continued NCPO rule indefinitely if their words and actions were to be believed. Furthermore, changes were made to the draft constitution without the support of a referendum. Yep, that's democracy Thai style in a nutshell with a certain higher institution manipulating the constitution. However, no one forced people to cast a vote in this referendum.
