7-11 charging to use bank card for sales under 200thb?

I went into my local 7-11 today to pay a bill for around 90thb and I was told I had to pay cash or there would be a surcharge for bills under 200thb on bank card. There's even a confirmation notice on the counter 

I have never encountered that before, is this now a thing?

Premier here in the UK (similar style to 7/11 shops) charge for bills using cards below £10 so am not surprised 7/11 does albeit a lower entrance level

No, only with credit card over 200b or a True Money account.

...then this a very new change in policy. I'd been using my UK bank card for small transactions up until today
