File photo for reference only The Ministry of Home Affairs (MoHA) in Vietnam is set to significantly streamline the work permit process for foreigners, reducing issuance time from 36 days to just 10 days, as well as promoting online application processing. This regulation is part of a draft decree, aimed at enhancing Vietnam’s attractiveness for foreign professionals, particularly in emerging, high-tech industries. Vietnam’s push for digital transformation, industrialisation, and modernisation has created an expanding demand for skilled foreign workers in fields such as green energy, artificial intelligence, and the semiconductor industry. Large national projects, including the North-South high-speed railway and nuclear power plants, underscore the need for external expertise. The draft decree aims to attract this talent by easing certification processes for experts and allowing university graduates to work in priority sectors without prior experience. The decree also proposes expanding categories of foreigners exempt from needing work permits. This includes specialists in finance, science, technology, and lecturers recognised by ministries like Science and Technology or Education and Training. Furthermore, the draft introduces a "special cases" clause, enabling the government to address urgent socio-economic needs swiftly. Decentralisation is a key feature of the decree, allowing provincial authorities more leeway in granting permits. The MoHA will only handle permits for employees of government-linked or international organisations, multi-location workers, and companies with multiple branches. Employers will benefit from the option to process applications through local authorities or the MoHA, simplifying the hiring process. Promoting digitisation, the decree emphasises electronic submission and processing of work permit applications while establishing a centralised database of foreign workers. This system will connect with citizen management databases, ensuring efficient oversight. Health certificate requirements are also revised, accepting both domestic and foreign-issued certificates valid for 12 months, given they comply with Vietnam’s health standards. Administrative procedures for re-issuing or extending permits due to loss or expiration are also clarified. As of last year, Vietnam employed approximately 161,992 foreign workers, with a substantial number requiring permits. The international workforce comprises over 110 nationalities, predominantly Chinese, South Korean, and Japanese nationals.
