gomangosteen
According to Thairath it was not a speedboat, they state it was a wooden fishing boat 'Netwari' of 24 gross tons used to take tourists on fishing trips. 1
webfact
Tourists survive speedboat crash in Trat by Puntid Tantivangphaisal Photo courtesy of Pattaya News A tourist speedboat crashed into a reef 16 miles off the Laem Thian area on Koh Kut, Trat on January 24. The Trat Coastal Aquaculture Research and Development Center (CARDC) dispatched three marine rescue speedboats at 2.30pm to the island with the aid of 12 tourists and three crew members who were stranded. However, at one point the rescue teams lost contact with the group waiting for help, said a CARDC spokesperson. “After 30 minutes, we were in the dark about the tourists and crew. It was a race against time and the vastness of the ocean.” Undeterred, the rescue speedboats scoured the waters, expanding their search radius when the victims and their ill-fated vessel proved elusive. Battling treacherous waves, the rescue teams clung to the hope that the speedboat had been carried away by the currents. Popular Post richard_smith237
Speed boat, boats, busses, mini-vans, truck and lorry drivers... these all seem to be jobs that Thai's just pick-up through no other reason that they were there, in the area, knowing the people etc and just 'picking things up as they go along' without any specific and dedicated training training and certification.... ... the result of this fill the news... no one bothers or cares... as much as I love Thailand, this '3rd world attitude' towards safety really lets it down. 4 2 3

cardinalblue
My guess - speeding for the current sea conditions lead the the boat breaking apart/flipping and sinking driver error and poor decision making

The passengers were all Thai 'tourists' out for a day's fishing trip. We're a little further up the coast, Chanthaburi, similar day and 4 hour evening (for squid) fishing trips available on wooden fishing vessels modified to take people out.
