is it possible to change just the tip of the tap water just the mesh area?

As above ...the "tip" can be unscrewed. We have a problem with lime clogging which I fix by immersing items like that in toilet bowl cleaner. The acid content dissolves most of anything and can be rinsed out/off.

The aerator makes the flow much nicer. 

 

If you can get it off you can just clean it up. Soak it in vinegar for an hour or so and rinse it off. Pay attention to how it comes apart. 

 

It looks like the whole sink and tap could use a cleaning. The “Duck” brand bathroom cleaner works pretty good.

Without it you will get a messy turbulent water flow, because the tap has not been designed to flow without it. It actually mixes air woth the flow, giving the appearance of greater volume, and making nice suds in your sink, if there is soap.

the mesh area is rusty and prolly got like gunk stuffed inside  eeew

It can be removed, don't think you can buy a spare /new one, just clean it should be enough.

I removed all of my tap filters, and the one into the toilet system, we get broken down vegetation/brown mush that comes through our 'town' water, especially after heavy rain,  I just leave the shower one in.
