Balcony rails aren't actually lower than they are anywhere else. That's a myth.

 

But maybe it is time that balcony rails around the world , especially tourist hot spots , are raised a couple feet

Surely it  was sufficient... and that is where the room she occupied was. Are we to expect her to go knocking on doors up on the 39th asking to borrow their balcony.

Taking a lift is very dangerous and there are too many stairs which could cause a coronary.  + she was already high enough to do the job.
