It must surely be a mistranslation.

Innocence means 'didn't do anything wrong.'

This guy has (in the eyes of the law) fulfilled his punishment for being 'guilty' and received a pardon.

Quite different to be 'innocent.'

Having been found innocent his daughter is now starting the process of recompensating Thaksin for his years spent in exile...

Certificate of innocence issued to someone awaiting trial.....only in Thailand.

He's innocent until proven guilty in the case he's waiting for. However, he is a convicted felon, so certificate of innocence is really stretching it....

I wonder if he would be able to get a visa to countries like Australia where one must indicate any criminal record...

Not exactly. And  no I am not nitpicking, but there is a difference between the Pardon (the action) and the Certificate (the result). They are two separate things. 

Yes, the Pardon in itself is considered an act of forgiveness  that "eliminates"  the sentence attached to it.  Thaksin WAS a convicted criminal,

The Certificate of Innocence is the result of receiving a Pardon; a discharge of the penalty.  The Certificate is issued  because of the Pardon.  In effect.  The criminal charge is wiped out, such that the conviction does not matter going forward.  This is why the Certificate allows him to travel. The charge goes away as does the penalty, even though he was in custody and then on probation.  He can carry on as if there was never a criminal charge and a conviction of that charge.

Referencing Section 67 of the Corrections Act 2017, this certificate is not merely a piece of paper—it’s a formal attestation that the individual has been legally discharged and granted the liberty to travel abroad.

 

that is all, he still has a criminal record and is classed as convicted Felon in the eyes of Thai law

Nothing is impossible when you are filthy rich in Thailand and not a foreigner.
