As others have said YES you can use without foreign exchange fees. It is my backup card to my Chase Preferred in the event the Preferred gets hacked. Preferred is the go to card (for me) due to 3x points -

Communities near two rivers in Chiang Mai have been warned to prepare for potential flooding as authorities began releasing excess water from a local reservoir for the first time in 13 years. 110 cubic meters of water per second was discharged yesterday and us due to , conclude by 5 p.m. today. Residents along the riverbanks were advised to remain vigilant. The outgoing governor of Chiang Rai is facing disciplinary action for repeatedly being absent during flood relief operations in the province.
